Scholarship Background

The Elpidio Quirino Foundation, Inc. Scholarship was established by the Elpidio Quirino Foundation, Inc. to honor the memory of the late President Elpidio Quirino.

President Elpidio Quirino was a Filipino politician, and the sixth President of the Philippines. He presided over a country devastated by World War II, but which he ably lifted and led out from physical and moral bankruptcy. With the total economic mobilization program as centerpiece of his administration, President Quirino embarked on a full-scale production and employment, the benefits of which are still being felt “as far into the future as our own time.” He organized the Agricultural Credit and Cooperative Financing Administration and encouraged the establishment of the rural banking system to provide credit to farmers, businessmen, artisans and cottage industry worker. He organized the Central Bank and set new directions to accelerate agricultural rehabilitation and development through productive lending by the Philippine National Corporation, now the Development Bank of the Philippines. He created the Social Security System and other key government instrumentalities such as the Bureau of Agricultural Extension and Board of Information. He built the Maria Cristina Falls hydroelectric power plant together with a steel mill and a fertilizer plant in Iligan, the Ambuklao hydroelectric power plant in Bulacan solving the then recurring power shortage in Central Luzon and Manila, a shipyard and drydock in Mariveles, Bataan and a cement plant in Bacnotan,La Union.

After his term, he retired to his new country home in Novaliches, Quezon City, where he died of a heart attack on February 29, 1956.
