The Philippines’ Department of Energy (Filipino: Kagawaran ng Enerhiya), abbreviated as DOE is the executive department of the Philippine Government responsible for preparing, integrating, coordinating, supervising and controlling all plans, programs, projects and activities of the Government relative to energy exploration, development, utilization, distribution and conservation.
The Department of Energy was created by then President Marcos as he issued Presidential Decree No. 1206 which created the Ministry of Energy and attached the National Power Corporation and Philippine National Oil Company to this new agency. The Ministry was abolished during the Regime of Corazon Aquino. During the Regime of President Fidel V. Ramos, that Department was created by virtue of Republic Act No. 7638 otherwise known as the Department of Energy Act of 1992.
The Department was vested additional powers and functions under pertinent energy and power related legislations, such as Republic Act No. 9136 or the “Electric Power Industry Reform Act of 2001”, Republic Act No. 9367 or “Biofuels Act of 2006”, and Republic Act No. 9513 or “Renewable Energy Act of 2008.”
The DOE Energy “Iskolar ng Bayan” Program was started UP Diliman in 2007.
School fees as assessed but not to exceed P 6,000.00/semester;
book allowance at P 1,500.00/semester
monthly stipend at P 3,000.00
transportation allowance of P 2,500.00
must be a Filipino citizen, not more than 21 years old;
must be enrolled in any of the following courses: BS Electrical Eng’g, BS Mining Eng’g, BS Geology, BS Chemistry, BS Economics;
must be a regular 3rd or 4th year student (not shiftee or transferee) in UP Diliman;
enrolled in at least 15 units at the time of the award of the grant;
must have obtained a GWA of “2.50” or grade of “5.00” or unremoved “4.00” or “incomplete” in the semester immediately preceding the application;
must be financially needy (parent’s annual gross income must not come exceed P300,000);
must not have been the subject of any disciplinary action;
must be on good health and of good moral character;
must not be a recipient of any other scholarship, except scholarships funded by the U.P. e.g. STFAP, Presidential Scholarships
must have no pending application for resident immigrant status in the USA and any other country which can cause his/her withdrawal from the scholarship;
must be willing to execute a scholarship agreement with DOE; if thesis or on-the-job training (OJT) is required in the course, must prepare a thesis or priority program/project on energy in consultation with the DOE or undergo OJT at DOE.
