UP STFAP Online Application

An old friend of mine once quipped that the Information Age has changed the way we do a lot of things—from the way we pay our bills to the way we apply for a slot in a learning institution like the University of the Philippines..

Case in point: UP has a system in place called the Socialized Tuition and Financial Assistance Program (henceforth known as the STFAP). The said program will be starting its online application process real soon. If you’ll be taking advantage of this, then are certain things you should know.

Important Dates

U.P.’s Office of Student Affairs (OSA) has been distributing printed application forms (UP STFAP Form AB-1) as early as last month. While the same office has already been accepting application submissions, the online application phase will only start this coming March 15, 2010. It’s recommended that you download and print out the forms, as the pre-printed ones will cost you five pesos each.

As far as deadlines go, March 30, 2010 is the cut-off date for processing of the first batch, the results of which will be released on April 30, 2010. Late applicants have July 30, 2010 as their submission deadline for the first semester.

The STFAP Online Application Process

Applying online is a relatively simple and painless procedure. Just go to this page, input your student number and PIN (both revealed in your Notice of Admission) and type in the required responses. Print out the form, sign it, and have your parents or guardian do the same. Have the form notarized and then either take it or mail it to the U.P. office of scholarships, along with any other necessary documents.

From thereon, the STFAP Processing Group will take care of collating everything and bracketing the applicants. The latter may then view the results on the STFAP website (the very same link above), print the bracketing form and take it with them for the assessment portion of the procedure.

The Bracketing System in Summary

If you’re new to the STFAP’s bracking system, here it is in a nutshell: U.P. will assign you to a certain bracket based on the information you provide about your family’s income, characteristics and other relevant details.

Each bracket carries its own benefit/fee range, ranging from you shouldering the whole gamut of fees to getting everything gratis (plus a stipend to boot). Basically, the better off you and your family are, the more you have to pay, and vice versa.

Bracketing System Nuances

Unlike the old system, the new system utilizes a predictive income function, and it’s one of the important factors in helping the university committee determine the applicants’ final bracket. In other words, students may request to be included in a certain bracket, but the new system and the information they provide may indicate otherwise.

If you don’t think you belong to a certain bracket, you can always appeal to the committee for re-bracketing care of your U.P. campus’ Office of Scholarships. It’s also important to note that the school will automatically assign you to brackets A or B if you choose not to apply for the STFAP.

For a quick overview of the different brackets, please consult the table below:

Bracket Family Income
per Annum Benefits
A Over 1,000,000 pesos Full cost fees for tuition, lab and miscellaneous fees
B 500,001 – 1,000,000 pesos Base tuition fees, full cost for everything else

C

E1 80,001 – 135,000 All fees are free
