		<description>Hi Sir! We believe that this requirement is valid. A contract prohibiting a UP-campus-transfer is an effective deterrent against misuse of  UP system backdoors. Without this requirement in place, a student could apply for reconsideration in a UP Campus then, after one or two years, apply for transfer to his/her preferred campus (say, UP Diliman or UP Manila). In short, this policy discourages the (mis)use of smaller UP campuses as stepping stones towards the more popular UP campuses.

		<description>Good day! I&#039;m a parent of an incoming college student. We have applied for reconsideration at UP Pampanga where the required UPG is 2.500. Our son&#039;s UPG is 2.514. We were advised by the Admissions Office to submit a copy of the UPG for further evaluation of UP Pampanga review committee. We were also told that should we get a favorable response to our appeal our son will be asked to sign a contract indicating that he is obligated to finish the entire course only at Pampanga. Our understanding is that a student whose appeal has been granted cannot apply for transfer to other campuses at any time.Appreciate your thoughts on this. Thank you very much.</description>
